One unspayed female dog and her descendants can, in theory, produce more than 67,000 puppies within six years, according to figures cited by the ASPCA. Cats reproduce even faster. Recent estimates put the global dog population near 900 million, with 75 to 85 percent of them living as strays, and among an estimated 600 million to 1 billion cats worldwide, roughly 480 million have no owner at all. Abandonment keeps adding to that total. A study across Latin America found that aggression, illness, and behavioral problems were the top reasons owners gave up their dogs, meaning a fixable relationship problem often turns into a permanent street animal instead.
Why the usual fixes fall short
Most local governments run some kind of control program, but many lack the funding, staff, or long-term planning to keep pace with how quickly reproduction outruns removal efforts. A program that collects and treats a few hundred animals a year barely dents a population capable of doubling within a couple of seasons. Public education about responsible ownership, paired with access to affordable spay and neuter clinics, tends to matter more over time than any single roundup effort, because it slows the source instead of just mopping up after the fact. Cities that have paired free or low-cost sterilization with community outreach have seen shelter intake numbers fall over several years, even when the roundup budget stayed flat, which suggests the leak itself was always the more useful thing to target.
What actually works at the colony level
Cats add a wrinkle of their own, since a shorter reproductive cycle and more frequent litters mean an untouched colony can double in size within roughly a year, faster than the dog math above even suggests. Trap-neuter-return programs, which sterilize community cats before returning them to the exact spot they were found, have repeatedly shown better long-term results than simply removing animals from an area, since removal just opens space for new unfixed cats to move in and start the cycle over. Several tracked colonies have shown steady population declines within a few years once a large enough share of the group was sterilized, without a single animal being permanently relocated. That approach only works, though, when enough of a colony gets treated at once, a partial effort tends to just slow the growth rather than reverse it, which is part of why funding and volunteer coverage matter as much as the strategy itself.

So the next time a city block seems to have more strays than it did a year ago, it's rarely one dramatic event behind it. It's usually just an open tap nobody got around to closing, and honestly, closing it turns out to be a far cheaper fix than dealing with the flood that follows.
